SNA-08的新面貌以及延伸討論

摘要： 2011年,聯(lián)合國等機構(gòu)發(fā)布了國民賬戶體系(SNA)的最新版本SNA-08。本文從三個角度討論了SNA的發(fā)展過程。第一,SNA中心框架是如何演變成為一套成熟的、具有普適意義的分析工具的;第二,為適應不同環(huán)境和不同需求,SNA在提高靈活性應用方面有怎樣的進展;第三,SNA如何在與其他統(tǒng)計體系之間的互動中奠定了自己的中心地位。通過討論,顯示SNA-08對國民經(jīng)濟核算理論方法及其應用的貢獻。
The System of National Accounts 2008(SNA 2008),the fifth version of the SNA,was published by the UN in 2011.This paper discusses the evolution of the SNA from three aspects.At first,on the basis of reviewing the history of the SNA,the paper makes it clear how the SNA has become a mature and general analytical tool.Then it summarizes the major steps the SNA has taken in developing its flexibility in order to expand the relevance of the national accounts.Finally,it explains how the SNA has harmonized with other international statistical standards and reinforced its central role.Through these discussions,the contribution of 2008SNA to the development of national accounts in theory and application has been clarified.
