論在我國引入競標(biāo)式統(tǒng)計項(xiàng)目管理的必要性、適用性和可行性

摘要： 近年來,我國政府統(tǒng)計管理工作存在數(shù)據(jù)失真、效率低下等嚴(yán)重問題,主要原因是現(xiàn)行政府統(tǒng)計管理組織模式仍具有濃重的計劃經(jīng)濟(jì)氣息,而引入競標(biāo)式統(tǒng)計項(xiàng)目管理則能夠完善競爭機(jī)制,提高統(tǒng)計效率與質(zhì)量,節(jié)約統(tǒng)計成本,實(shí)現(xiàn)有效監(jiān)控。為此,必須解放思想、轉(zhuǎn)變統(tǒng)計管理觀念,變金字塔式的統(tǒng)計管理組織結(jié)構(gòu)為矩陣項(xiàng)目式的組織結(jié)構(gòu),同時也需要發(fā)動和借助廣泛的社會組織力量參與其中。
In recent years,there are some serious problems in China’s statistical data,such as,statistical data distortion,low efficiency and so on.The reason is mainly that the current organizational mode of government statistics management is invested with a strong attribute of planned economy.Introducing bidding statistical project management in China is able to improve competitive mechanisms,enhance statistical efficiency and quality,save statistical cost and achieve effective monitoring.Therefore,we must emancipate our minds,change the viewpoint of statistical management and change the pyramid-type organizational mode of government statistics management into the matrix-type organizational mode.At the same time,we also should mobilize and organize various social organizations to get involved in.
