分享經(jīng)濟(jì)對(duì)國民經(jīng)濟(jì)核算發(fā)展的影響

摘要： 近年來,分享經(jīng)濟(jì)蓬勃發(fā)展。國民經(jīng)濟(jì)核算體系作為國際通行的經(jīng)濟(jì)運(yùn)行核算準(zhǔn)則,必然會(huì)受到以分享經(jīng)濟(jì)為代表的新經(jīng)濟(jì)的影響和沖擊。本文從國民經(jīng)濟(jì)核算體系修訂的動(dòng)因和挑戰(zhàn)入手,分析了分享經(jīng)濟(jì)對(duì)國民經(jīng)濟(jì)核算發(fā)展的潛在影響,并給出了一些新的思考。本文認(rèn)為,分享經(jīng)濟(jì)將給住戶部門生產(chǎn),尤其是自給性服務(wù)生產(chǎn)核算提供全新的思路,從而改變資本形成和最終消費(fèi)的統(tǒng)計(jì)范圍,進(jìn)而對(duì)勞動(dòng)力統(tǒng)計(jì)、就業(yè)與失業(yè)界定產(chǎn)生深遠(yuǎn)影響。分享經(jīng)濟(jì)將給國民經(jīng)濟(jì)核算理論和實(shí)踐發(fā)展帶來重大機(jī)遇和挑戰(zhàn),有關(guān)問題值得學(xué)術(shù)界認(rèn)真思考。
There is a thriving development in sharing economy in recent years. As an internationally prevailing standard on economic operations, the system of national accounts is bound to be affected and shocked by the new economy, sharing economy as its typical example. Starting from the motives and challenges to revise the national accounts, this paper analyzes the pent-up impacts of the sharing economy on the development of national accounts, and offers some new ideas on national accounts. It is believed that the sharing economy provides new cues for the production of household sector, especially the production account for subsistent services, therefore it changes the statistical coverage of capital formation and final consumption, thus has a far-reaching impact on the definition of labor statistics, e.g., employment and unemployment. It is quite clear that the sharing economy will bring important opportunities and challenges to the development of both theory and practice of national accounts, worth to be carefully studied.
