協(xié)同與共生:農(nóng)村職業(yè)教育融合治理的行動邏輯與支持系統(tǒng)

摘要: 農(nóng)村職業(yè)教育是一種跨界協(xié)同性教育類型,對農(nóng)村職業(yè)教育的治理不能脫離農(nóng)村社會的發(fā)展而進行"自系統(tǒng)"的單邊性治理,必須在跨界農(nóng)村其他領(lǐng)域的"他系統(tǒng)"中,進行"超系統(tǒng)"的協(xié)同性融合治理。農(nóng)村職業(yè)教育融合治理的結(jié)構(gòu)體系涉及"四重維度",即"他治-自治""上治-下治""扶治-共治""外治-內(nèi)治",通過"四重維度"的結(jié)構(gòu)性統(tǒng)整,充分彰顯農(nóng)村職業(yè)教育融合治理的協(xié)同性行動邏輯。融合治理的行動邏輯必須通過構(gòu)建以政府、行業(yè)、農(nóng)戶、企業(yè)、學校為協(xié)同主體的"GIFES"行動模式,形成以國家層面的"制度性支持"、地方層面的"投入性支持"、環(huán)境層面的"生態(tài)性支持"、企業(yè)層面的"參與性支持"以及家庭層面的"主體性支持"為社會支持系統(tǒng)的邏輯框架,才能真正以跨界融合的戰(zhàn)略思維去引領(lǐng)和促進職業(yè)教育與農(nóng)村社會的協(xié)同共生發(fā)展,推動農(nóng)村經(jīng)濟社會向產(chǎn)業(yè)化、集約化與現(xiàn)代化方向持續(xù)發(fā)展。 Rural vocational education is a type of border-crossing and collaborative education. The governance of rural vocational education cannot be separated from the development of rural society and implement the unilateral self-governing system. It is necessary to carry out the collaborative and integrative" super system" in the border-crossing " other-system" of the rural areas' fields. The structure of rural vocational education integration governance involves four dimensions: " governed by the outside and self-governance", "upper-lower governance", "assisting-joint governance" and "external governance-internal governance". Through the structural integration of the four dimensions, the cooperative action logic of the integrated management of rural vocational education can be fully demonstrated. The action framework of the social support system is to build a " GIFES" action model with government, industry, enterprise, farmer,school as the main bodies, and form a " systematic support" at the national level, " input support" at the local level, "Ecological support" at the environmental level, "participatory support" at the enterprise level,and "subjective support" at the household level. Only the action logic of integrated governance is based on such an action framework, can we lead and promote the co-existence and development of vocational education and rural society with the strategic thinking of cross-border integration. Moreover, promote the development of rural economy and society towards industrialization, intensification and modernization.
