歐盟職業(yè)教育與培訓(xùn)內(nèi)部質(zhì)量保障策略研究

摘要: 以歐洲職業(yè)教育與培訓(xùn)質(zhì)量保障參考框架制定的參照性質(zhì)量保障標(biāo)準(zhǔn)為基礎(chǔ),歐盟各國建立了本國的質(zhì)量保障體系。歐盟各國的職業(yè)教育與培訓(xùn)質(zhì)量保障已從立法階段,逐步向推進(jìn)機(jī)構(gòu)建立內(nèi)部質(zhì)量保障體系轉(zhuǎn)變。實踐模式從標(biāo)準(zhǔn)考核向自主質(zhì)量管理轉(zhuǎn)變,內(nèi)部質(zhì)量管理和質(zhì)量文化建設(shè)成為改革的新方向?;谟媱潯嵤?、評估、復(fù)查四個階段,建立系統(tǒng)化和可持續(xù)的內(nèi)部質(zhì)量管理系統(tǒng),成為內(nèi)部質(zhì)量管理的新模式。探索歐盟職業(yè)教育與培訓(xùn)內(nèi)部質(zhì)量管理策略,對我國職業(yè)教育內(nèi)部質(zhì)量保障體系建設(shè)有重要啟示。
Based on the reference quality assurance standards set by the European Vocational Education and Training Quality Assurance Reference Framework, EU countries have established their own quality assurance systems. EU countries have gradually shifted from the early legislative stage to the establishment of an internal quality assurance system for vocational and training institutions. The practice mode has changed from standard assessment to independent quality management, and internal quality management and quality culture construction have become the new direction of reform. Based on the four stages of planning, implementation, evaluation and review, the establishment of a systematic and sustainable internal quality management system has become a new mode of internal quality management. Exploring the internal quality management strategies of EU vocational education and training has important implications for the construction of internal quality assurance system of vocational education in China.
